I couldn't find much on J.C.Higgins reels. I do know that they were sold by sears. However you can go to this website and ask about more information on it. http://antiquefishingreels.info/FAQbrands.htm
Also, you can go to bassmaster.com and look for the section on "what's it worth" shoot them an e-mail and they will answer you back
References :
http://antiquefishingreels.info/FAQbrands.htm

It looks like it's going for $12.99 on eBay and might look nice on a wall, but I doubt I would fish with it.

I tried Google, but didn't find much on how to use it, or instructions.

Another J.C. Higgins model was going for 4 bucks, while I thought one was going for $99...Hmmm?

Apparently it was a Sears brand/ line of outdoor gear, including firearms.
References :
http://cgi.ebay.com.my/ws/eBayISAPI.dll?ViewItem&item=230260867115#ebayphotohosting
